I'm thinking of scanning down a pilot running anomalies in a system with a handful of other people in local, for example. Currently fleets use a scanner scout to track down a target, then jump the rest of the fleet into system when they have a point. Fleet warps to tackler and kills target.
The situation would be a lot different though if the rest of the fleet could not simply warp to their tackler. Every ship would need an expanded probe launcher and moving as a fleet would require waiting for the slowest scanner every time. Furthermore, if ship types were hidden from scan results (for example) the FC would need to give a pretty accurate geometric description of where the target scan signature was relative to the sun and planets in the system. And if the planet names were scrambled too, it would be even more difficult.
A lone pilot though could jump in, drop probes, zero in on a target and warp straight there. Maybe they are not sure what they will land on, but that would be part of the fun and the risk/reward. Maybe it's a careless noob mining. Maybe it's a vet with a proven and versatile fit. I would be stoked to land on a rook if I had some eccms. There are plenty of curse counters out there. I think that ships in eve are "more balanced" solo than they are in groups, in the sense that for all solo fits there exists some solo counter-fit, whereas in multi-ship battles it largely comes down to numbers (assuming people understand basic gang fitting).
As for the falcon alt: this is exactly the kind of thing that makes very small scale pvp in eve no fun. Fitting skill, stalking skill, piloting skill...none of that matters because of the falcon cloaked 100km away.
I think that fleet pvp in eve is awesome, it works great and is lots of fun. But there is another side to eve pvp, which is very rich and deep and already fully implemented in the game, but almost entirely unused! All it needs is a system or two where the falcon "undo" button is more difficult to use.
